Oh well, the description mention it quite clearly just that the ghost appearance should either out town or in town. As for the usage of the bomb, it's limitation only in town.
So basically the bomb is only merely a visual effect temporary only. So it won't affect any movement nor anything. Just your screen covered with some spray and stuff. Merely only for fun !
Overall, this event is only for fun ! Nothing more included in it.
